A Stranger's post in horrible fps on a high end pc was marked as the answerLSPD:FR itself cuts performance a bit. Every callout or plugin you add, depending on how "heavy" it is, adds to performance loss.
Since you already have the game modded quite a bit, I'd say it's normal.
Try renaming the /LSPDFR folder in /Plugins to _LSPDFR. That disables any LSPD:FR plugins installed for now.
See if that helps or if your performance is still down.

A Stranger's post in Crashing (sorry, I know this is repetitive) was marked as the answerThat log is 6 days old.
If you crash when RagePluginHook "Validates System", please do the following for now, since it's a false positive:
Add your Grand Theft Auto V folder to Antivirus exceptions and your RagePluginHook.exe, too.
Then allow it on your device when the error pops up in the right corner.
For a quick and fast solution, please do this after doing the above:
1. Disable Windows Defender.
2. Launch RagePluginHook.
3. Once it passes Validating System and Grand Theft Auto V starts, re-enable Windows Defender.
Not all of you will experience this, but for those who do, please follow the above. ^
