I was wondering how to change the one or two of the vehicles lights from red to blue, or visversa, or to any color for that matter. Would really appreciate it!

Are you talking about ELS reflections or the colors on the light itself, like the plastic?

not the reflections on the ground or walls, the light color in the actual lightbar, or dash light.

They may shed some light :), I believe you need to edit the texture files, but with no experience I am not too sure.

Yeah, I have no experience in mapping ELS, I thought that it had something to do with the colors in the "emerglights" file/picture.

or simply put just export the emerglights file to desktop or wherever and use paint or something and basically just change the color of the square thats how I do it

You can also use "Color Picker" in Paint.NET to pick ONLY a transparent color, so you can fell the light's flash through the glass, if you paint them solid, then you won't see the light's flash at all, just environment lighting.
