[Non-ELS] 2016 FPIU Marked Patrol Vehicle 1.0.0

Hey again, so I actually got motivation to make something and spent the past 2 or so weeks working on this. It uses a similar setup and same pattern as my 14 FPIU I released so that the 2 models can be used in conjunction with each other to have a sort of mini fleet for a small department or whatever you as the user wants to do. Included is a FiveM ready file for the vehicle model as well as the 4k template, window template, and the AO map to create better shadows when using a livery, especially a white one to prevent being blinded because GTA likes to do that.
