Use SparkIV to open vehicles.img, search for the wanted police car to replace, for example, if you wanna replace police, you rename my files to police.wft and police.wtd, then click on import, find my files, and import them both. Hit save, and you're done. Merry Xmas to everyone.

For some reason the lights on the lightbar are really low except for the white ones and the traffic advisor. when I turn them on they look almost as if they were off, but if you look closely you can see them turning on and off but they aren't bright.

Yeah, it's because of the lightbar's glass. It's really dark, so that's why it makes the lights look darker then they should. Unfortunately no fix for that. Either you get a good looking lightbar or a good looking code 3 light. I suggest using light enhancing mods, that makes it better.
