    Welcome to something that has been in the making since I've gotten my hands on ELS, something that has taken more hours then you guys could understand. I've pulled out all the stops for this pack. I've taken all your guys' feedback on my screenshots, and I've done my best to destroy it in the realistic/quality/immersion department. I've done my best to simplify the installation of this file. For those of you who are looking for an add-on version of this pack, you're going to have to wait a little longer, as I've got barely any time to even upload this. So without further adieu, I present to you my pride and joy, the 2017 California Highway Patrol ELS mega pack, or whatever you want to call it. 


I've updated the pack to include updates to the majority of cars, an add-on version of the pack(.oiv format), and the templates that everyone has requested!

ELS USE IN GAME

=================================
When in game, the lights will work as i've designed for them to. When you exit the vehicle, the entire front of the vehicle will steady burn as it will mimic the 
CHP Traffic Stop pattern. I can't stop this from happening. 

 

When you are using any of the vehicles in this pack, and you preform a traffic stop, I HIGHLY recommend hitting alt-j to go to light stage two and hitting L to turn on the 
front of the vehicle. This; A, enhances realism and B, makes the car look really pretty. 

 

There are multiple other features that I will leave for you guys to find out with the CHP settings.

There are some things I have been unable to do with this pack and there are some things i've been able to do.

 

There is no way for me to turn off the park mode steadyburn for when you get out of the vehicle.

 

If you want to "reset" the pattern for the vehicle if some reason it becomes out of sync, simply press alt-J and then j again.

INSTALLATION INSTRUCTIONS

=================================

 

-To install any of these vehicles, Navigate to the latest patch day that you install vehicles to, I've found success with patchday10, and drag all vehicle files into the patch day
Location: Grand Theft Auto V\mods\update\x64\dlcpacks\patchday10ng\dlc.rpf\x64\levels\gta5\vehicles.rpf

 

-To install any VCFs with the pack
Location: Grand Theft Auto V\ELS\pack_default

 

-To install any included vehicle metas files
Location: Grand Theft Auto V\mods\update\update.rpf\common\data\levels\gta5

 

COMMON QUESTIONS
=================================

Q: Why aren't my lights bright?
A: You do not have light-enhancing mods installed. Download RadianceV and/or, other mods that increase emergency lighting brightness.

 

Q: Where is _____(insert any vehicle here)?

A: I've made the main vehicles of the CHP fleet as I've seen. At this point I am Content with the 16 Vehicles.

 

Q: Will you please help me ins--
A: Did you read the readme? No? The installation is simple.

 

Q: I don't have Patchday10/anything else?
A: Then put the car in your latest patch day, or copy patchday10/anything else over from your base game into your mods folder.
 
Q: Why does my game crash after I install the car/meta/carcol?
A: Make sure you have no spaces when you copied the line, make sure you're installing it in the right location and back all your shit up. 

 

Q: Will you send me ______?
A: No.

 

Q: Can I make skins for this Pack?
A: By all means, go ahead, just dont re-upload the vehicle model itself.

 

Q: Can I have the templates for this pack?

A: In the next update, hopefully I remember to add them.

 

PACK NOTES
=================================
Before i get started, please, please PLEASE don't ask me where this vehicle is, or why i didn't make this vehicle. There are 14 in this pack, please be happy with what i've 
made so far.

 

- All vehicles do have working takedowns with working spotlights

 

- All vehicles feature the same CHP setup as in real life

 

- All vehicles have accurate interior equipment

 

- All vehicles feature accurate antenna setups 

 

- K9 vehicles have a spawnable dog in the rear of the vehicle, for those of you who do or don't use a k9 mod

 

- If I haven't included a version for add-on vehicles that is in an .oiv format, then i will include one at a later date.

 

- There is approx 14 vehicles in this current phase of the pack, phase 2 will have a few more vehicles, that are the more abstract vehicles in the CHP fleet.

 

- A huge thanks to officer27 for the CHP and SAHP skins.

 

- With the large amount of vehicles in this pack, there are bound to be some issues with vehicles. Please let me know of any bugs you find and i'll do my best to fix them

 

  I'm going to be doing my best to update this pack with as many cars as I can make, and fixing any bugs i come across in the midst of it. Please consider following the file to make sure you receive all updates for the file!

 

Flawless video by @mroxplay, also you need to start making music mixes, the transition between songs was fantastic!

What's New in Version 1.1.0

Released

-Fixed all vehicles that have a liberty (missing one module on the passenger side)

-Fixed the 2006 CVPI Vision somehow having being affected by tint.

-Fixed the expedition's rear blues on the liberty not working

-Fixed 2013 Explorer's mirror lights not being synced
-Fixed some of the spotlights, not all, didn't have time to do others as i've been working crazy overtime.

-Fixed some VCF issues (once again they are all customizable);

  • 2006 CVPI traffic advisor should be customizable to your liking, i've left it on the default TRAF pattern
  • All motorcycles (Policeb) should now automatically go to stage 3, as there is nothing with the other two stages

-Added 2013 Harley Davidson Electraglide motorcycle

-Added the Add-On Version .oiv

-Uploaded all templates

I am assuming none of these vehicles use an arrowboard? Something I noticed in the keybindings the other day.

Not that I know of. Haven't seen many ELS vehicles that do.

Haven't been on for a while and just wanted to see if there were any updates.  Darn man, you still have the wrong lighting pattern for stage 1.  No CHP has the AA ** ** and ** ** AA lighting patter.  If you want to make it accurate, the stage one is BB ** AA A* **. 

 

This should flash like  BB ** ** ** ** and then ** ** AA A* **. 

 

Look at this video of my car for GTA IV.  Just the back, we were so limited on what we could do, so the front is not right and I wasn't finished yet.  But this is how the back is in real life for the CHP in stage 1.  Its frustrating seeing how close you are getting and leaving this one crucial detail out.  I really hope you fix this because it would be nice to have a realistic CHP.  I made my whole LAPD pack that I use for myself, but I am most likely done with the modding game.  I would be happy to edit your lights for you if you wanted though, but it would be a super fix to finally make it 100% accurate. 

 

Also, not sure if your Vision bar version is correct, but this is how it should be as well.  These are my GTA IV old CHP cars.  We were so limited by the ELS, but I did above and beyond what anyone thought was possible with ELS coding and modding.  I also lived in LA for most of my life and still in California if you needed help.  I would make videos for other modders of CA cars and also did a whole slew of cars as well back in the day.  Sgt Kanyo and I were the ones who invented the way to do steady burns before they existed and BxBuggs came along side us and helped us to get this implemented into ELS.   So if you need some help, let me know.  You have a good thing going here, but stage one is very far from being realistic and its such an easy fix too.  Please don't skimp out on the very last detail.

Oh... I guess this forum and car is dead?  Adios!  Sucks that it gets so close and then misses stage 1 authenticity and then he moves on to the next project.  I guess I will start on my own.  I really hate reinventing the wheel when there are really good cars already out with minor things that can be improved, but I guess its the price for if you want it done right, then you gotta do it yourself.

My reply never sent over, but at this stage and with the things i used for ELS, ELS now has a setting for CHP, and i had to make the cars to that.

I can still fix it, trust me.  There is always a way.  Back in the day when working with BXBugs they all said there was no way to make steady burns and I figured it out.  Yes, I was the guy who made it possible for steady burns to work way back in GTA IV.  Then Sgt. Kanyo and I worked on several other LAPD style cars perfecting the patterns.  Each time everyone always said its not possible and then I figure it out for them.  They also said you can't have 3 stages.  I came out with the very first 3-stage lighting system in GTA IV with the old ELS before this existed for my LASD and El Segundo cars.  Check them out on youtube and check the dates.  ELS then implemented a 3-stage system.

 

So, I am telling you, it is 100% absolutely possible to have your stage one working correctly with blue and ambers flashing, trust me.  If you can't do it, I would be glad to help, but please don't give up when you are so close to having the ONLY completely real and authentic CHP.  You're so close and you have by far the best CHP pack out there.  So I encourage you to finish the last step and put the cherry on top of the sundae to complete the project.  I also worked with CHP a lot in my career and was able to make videos of their cars back in the day.  There are many videos out there of their lighting pattern.  Keep going man or I can do it.  

 

I haven't tested this yet, but at code3 when they put in park all the front lights just stay steady including the blue.  I think you did that.  But, they also have a stage where only the red lights are on in the front.  I haven't seen just the small single one light stay solid which I believe you have.  I could really make this 100% for you if you would allow.  I hope so.

I've been using this pack and it's a nice pack but setting up the lighting doesn't seem to work properly...

Now reading previous comments it seems there's an issue with light stages so I'm going back to my previous pack and hopefully this one gets updates sooner than later

Were you using a CHP pack that had more realistic lighting stages?  Which one?

 

I mean, the author of this pack is only like a step away from having the best CHP pack known to man, but I have no idea why he became lazy on the last step.  It bugs me and I wish I could help him, but I will just have to make my own and do a lot of work ONLY to fix the last step (Lighting stage 1).  I actually think his stage 2 is off as well.  This sucks man, just fix it or let me help you.  I don't understand why you are not taking help and just giving up.  I thought you wanted to create a very authentic realistic CHP.  The details are the most important part or else you just have a movie prop car to look the part from far away. 

 

If you ran out of time, then I can help, but just to close up the books and walk away with only one thing left to do, is weird.  You are so close and yet soooo far away.  This is not a CHP and no CHP has the light stage 1 as you have it.  NONE!  I have worked with CHP for a lot of my life and my cousin is also in the CHP. 

 

Here are just a few of the videos I took and experience I had working with the CHP.  I was in the movie business and talked with the LAPD, LASD, and CHP every chance I got.  Here are just a few tutorial videos of how it should be.  Let me help you man.  Your lights are not correct. 

 

 

 

 

Why not go for full authenticity of the most realistic pack.  You put so much time into the details and left this one major thing off which actually ruins the entire thing for me to be honest.  I travel the California roads a lot and I see CHPs almost every day.  I see them with the state 1 lighting pattern a lot and it bugs that yours is unrealistic.  I think you should change the title to fictional CHP if you aren't going to correct the lights or let me help you or someone help you that you can trust to fix your stage 1 pattern and some of the other errors.     

 

I have helped out on LAPD packs, made my own for multiple cities and countries, currently finalized a really realistic LAPD pack and now going to start on a CHP (Only to fix your one last stage).  Come on man, make it easier on me, PLEASE!!!  I really don't want to start a brand new project just to fix what's already out there.    

 

For light stage 1 these are the only rear lights that should flash and nothing on in the front.

Then, for light stage 2 I believe you have just one small red light solid lit.  That is incorrect.  All red lights should be on and solid for that state.  I would say you could put this in stage 2.  It should like like this.

By the way, that is my CHP car from GTA IV.  It was the only one with perfect lighting and the most accurate and realistic of the time.  I moved on since then, but will have to make a new one if you are not willing to make yours accurate or allow me to help you.  I hope you listen.

If you name a model police34, or police99, etc, the game isn't going to know the model exists... so you need to make entries for it in a vehicles.meta and carvariations.meta (if it was originally named police3, just copy the entries for that and edit accordingly).

I have spoken to Spitfire7 and i've told him, that there is a significant amount of stuff that you can do with the current stuff, for example; in any light stage, you can turn everything on or off, change patterns and piratically do anything possibly that CHP do with their vehicles. For example, in light stage 1, you can turn off the Traffic advisor to change how the back pattern works. this is just one of the many things that you can actually do with the CHP setting.

No disrespect to your work or anything but you'll never fully have a 100% dead on copy of a real life car in IV or V. It's simply not possible. Thehurk's CHP pack is the best you're going to get. There's some stuff that he wanted to do but he couldn't do because of the limitations of ELS ect.
