It's non-els, singleplayer would require DLS, FiveM would require LVC/ULC.

ok but where is the file to drop into the DLS folder?

can someone make a config for this?

it doesn't come with a dls config, just sp ready

I installed the pack, but when I loaded into the game I had to use my trainer to add the lights, and ONLY had stage 3, no cruise, TA or anything like that, also didn't have a siren... is there a fix for this?

Car's mainly meant for FiveM. Unless you make your own DLS config you'd need to manually toggle them.
