I didn't say to put it in that path. Follow the readme instructions. Walter's mentioned that path, as it worked for him. You are free to try it, and it should work that way also. I will continue to try and resolve any issues you or any future person is having. Only suggestion I have for the moment is to reinstall the pack, possibly on a fresh install of gta. If you still have issue then, then I can pin point more of what is happening and why it is not working for you.

Can you send screen shot of what is happening? Are they not showing up in you trainer to spawn in? I need to know what the actual problem is. Not working is such a vague term, there is no way for me know what is happening.

Oh how most of us like non-els would love to have this converted to non-els, but how much would it cost?

I probably could do it, but it wouldn't have the emissives textures. It would just be the coronas.

I'd be fine with that.

So I downloaded this and put it into the dlcpacks folder, once I loaded up the game and spawned one of the nypd cars, the lights actually worked without ELS. They were rotating nicely.

Really? And the emissive stayed off?

not sure and i had this same issue with Jedadiah's retro pack, but the car(s) with the lightbar, not the 2 individual lights, dont work. Turning on the lights causes them to become huge models, floating parts and textures, and it's just realllyyyy messed up. The other car works just fine so yeah, not sure.

Could you make a replace version please? 

The rotory lightbars work fine without els, the emissives can be toggled on or off.

When I get a chance I will look at it, and update. A little note ,you could possibly have a carols id conflicting with what's in the pack. Have you tried the pack by itself?
