This file is just a replacement for the audio files included in the Officer Status Plugin, which allows for the dispatcher's voice to be changed from the deep voice to the standard voice you'd hear in the vanilla game.

 

Sample of original and replaced audio (sorry for the terrible quality, OBS wasn't recording properly, and this is the best I got):

Unfortunately, the Officer Status Plugin isn't mine. You would have to ask the original author. I only did this audio modification.
