You need Open IV or Spark IV to import these files into the pedprops.img file.

Via SparkIV or OpenIV find your GTAIV folder, and inside " GTAIV/pc/models/cdimages/ " you will find

pedprops.img

Import the files in this archive into the pedprops.img file using SparkIV or OpenIV.

Play the game, and get rid of those nasty HATS! :) Perfect together with the Norwegian Police Skin pack.
