In game it should be black, The reason it's white in the screenshot is because the picture was taken in the OpenIV modding tool.

So it doesn't apply the textures to the duty belt but in game they should be there.

I really like these skins but i have noticed a slight problem, on certain peds the whole middle section is missing, not just the belt but the body as well, from the top of the legs to just above the waist, is this one of the things that needed work?

Unfortunately, I don't know how to fix that. I hate it too. :/ It was part of the model pack that I downloaded it from, All I did was reskin it and get permissions to release it. I am not sure how to fix the issue, i'll look into it though.

that's a shame, I tried using the model from the cop ped i downloaded, it stopped the texture disappearing but some of the faces were all warped lol

The skin will only work with the model it came with.
