You need to right-click, properties, compability, run as administrator. Do that on GTAIV.exe and LaunchGTAIV.exe .

Can you provide more information about the mod itself, where you got it from etc. Specs and such information would also help.

Your current commandline makes no sense, since you're telling the game to use 100 % of the memory, and then you tell it to have no restrictions when you're restricting it to 2.7 further down in the text document. Please list and answer: 1. Is it a legal copy? 2. What are your specs? 3. Which mods are you using? 4. Latest patch?

LCPDFR isn't supported with third-party mods at the moment, so that is the short answer.
