There is no function for that :) You can position your ped and roleplay it, I guess, or use the trainer to call an animation to do it for you. Not sure how to do that though.

I do not understand what you mean with dialouge.

There are no dialouge keys to initiate a voiced dialouge, if you, however, review the LCPDFR Manual and the LCPDFR.ini file you will find all the keybindings available to you.

Are you playing LCPDFR in the campaign? That's a no go. Make sure you aren't using a crack - We don't support cracks Update GTA IV to 1.0.7.0 (the latest version of the game, or 1.1.2.0 for EFLC) - This sometimes fixes a wide variety of issues Make sure that you run the game as an administrator. Make sure that your GTA IV root folder (and every subdirectory) is not set to "read-only" Ensure that ScriptHook.dll, ScriptHookDotNet.asi and Dsound.dll OR Xlive.dll are in the GTA IV ROOT folder Ensure that there is a folder titled 'LCPDFR' in the ROOT GTA IV folder. Check that all the above files exist, if they do not, reinstall LCPDFR with the MANUAL installation. Ensure that you are using up to date versions of every LCPDFR dependency and LCPDFR itself. Install these: .Net Framework 4.5, Microsoft Visual C++ Redist 2012

This would be a thing for the Rockstar Games or GFWL Support, not much we can do other than advice you to reinstall your GFWL client.

For some it works, for some it doesn't. I didn't say it wouldn't work, I said it wasn't designed to work :)

No need to argue it, that's the way it is. We can discuss it in a PM, but it has already been settled in management. We do not allow members to make money off our site, I do not personally see how this is different. We do not outright ban it, we just don't encourage it.
