Hi, sorry for the bump, I just want to give a status update on this mod, I have spoken to the developers and it has been confirmed that the mod is now officially dead (shader issues and LOD issues). But NTAuthority has converted most of the map by himself (as far as I know) and the other mod had 25% of that. Not that I know of, and I doubt that it will be created unless a scripter takes the job, there are many great scripters but they don't take requests or aren't into policing, there are a few that I know of on here, but like I said, they don't take requests or they aren't fully experienced. I too would love to see this feature implemented into GTA IV.
