In EFLC, there are a few minor changes like the APC tank, the prison alarm sound, parachute, extra police vehicles, extra weapons etc. it is also a bit more stable than IV, the downside is, not all mods support EFLC, I would recommend it.

There are no new firefighter models out there for GTA IV as far as I know. The closest that you will get to that is a Firefighter conversion from GTA V which will be released soon by evanscornelius Edit: I did find This mod, it's a yellow re-texture of the vanilla firefighters.

I can second the CVPI with a MX7000, they are a classic! I wish I had one I am using a Federal Signal Arjent, I don't like LED's as much I also like the 2005-2013 chargers (not the 2015!) And I love explorers.

GTA IV's vanilla bloom system is hideous, I am wondering if it would be possible to keep the bright lights, but remove the bloom effect that the lights give off (cross shape) Here is an example:

I usually manually create an accident for screenshots, I crash the car until It has a reasonable amount of damage and then I add steam and smoke via the trainer and set them up and add emergency vehicles and peds etc. if you manually set them up and use scripting, it might be possible?

I am trying to ELS map a certain little valor, but I don't know how, I am a beginner to modeling and I have searched tutorials, but they are not for light bars, but for interior lighting. I tried the methods, but it doesn't work. Can someone please create a tutorial or point me out to one that will help? Thanks
