I would personally be happy to volunteer my time to serve on a "theft review committee" and review claims of mod theft; if that's what it takes to stop all this pointless fighting and help reduce or eliminate the shockingly high amount of theft. I've been in the GTA world for about 3 years now and since the beginning I've been shocked at how much drama occurs. It needs to stop, and it seems like most of it originates from the "theft" situations that occur. While people who release content may not have a legal copyright over it or the ability to actually take someone to court for the theft of their material or ideas, there's a basic ethical obligation we have as human beings not to use someone else's work or ideas without credit or permission. As I said earlier, anyone who doesn't understand the basic ethical obligations of intellectual property and original ideas / creations doesn't deserve to be a part of a law enforcement based community in my opinion.

Theft of anyone's work is simply not acceptable and the best way to deal with it is to report it to the official moderators, as the LCPDFR staff have requested. As someone who has had several original ideas and various original content stolen / replicated over the last several years, the best way to handle the situation is to act like an adult and involve the appropriate staff / supervisors into the situation. If anyone posts any of the content stolen from me on here, I would certainly hope that anyone who recognizes it would report it; I know I would. On a side note, anyone who steals someone else's content or original ideas and tries to pass them off as their own is an ethical disgrace, and clearly not the type of person who deserves to even pretend to be a police officer in a video game. It's such a shame that integrity seems to be so lacking in the GTA IV police role play world, when law enforcement in general is supposed to represent the pinnacle of honesty.

Completely justified, that's as good a shooting as they come, by the book. As far as the taser option goes, people need to remember that police escalate their use of force based on the actions of the suspect. When a suspect has a deadly weapon like a knife, the suspect's actions have dictated that a taser is no longer an appropriate or safe option. Most departments train that in that situation, a taser or any other less lethal option should only be used with lethal cover from a secondary officer. This officer was alone, in a strangers house, with an obviously disturbed suspect armed with a knife who was refusing to obey lawful orders, a hysterical woman out front who wouldn't stay out of the way and may have become a secondary threat, and no positive assurance that the rest of the house wasn't occupied by more people who could have been a threat. In this scenario, use of a taser could have been the fastest way to add another officer to odmp.org.

Xbox 360 Controller Settings
First of all, thank you for the excellent work on 1.0 and for including real Xbox 360 controller support and functions. I'm having a few issues unique to using a controller, and am looking for the best way to correct these issues. I'd like to know how to disable the "Quick Action Menu"? This is brought up by pressing and holding the left stick of the controller, and when doing so it slows time. Pressing and holding left stick is also the same button that I use to change my siren tones. I only play multiplayer, so I have no need for any of the functions in the Quick Action Menu and would rather just disable it so I can continue to change my siren tones while driving. After reviewing the user documentation and exploring the config file, it appears that the option "ShowQuickActionMenu=Capital" may disable the menu if I delete the value here. Is this correct, or is there a more appropriate way to disable the quick action menu? I would also like to know if there is a different way to select options during a traffic stop. Currently, I'm prompted to use the D-Pad on the controller to select a reason for the stop, check ID or not, issue a citation, etc. However, the other functions of the D-Pad are not disabled, so while I'm making these selections I'm also changing weapons, bringing up the player list, and zooming in on the mini map. Is there a way to disable these functions and just use the keyboard to select options during a traffic stop? Thanks for your help!

[REQ] Multiplayer walking mod
I think the only way to walk in MP is to use a controller. I use the Xbox360 controller for Windows and it makes playing the game significantly easier when it comes to walking, driving, and flying the helicopters. Shooting isn't quite as easy without a mouse and keyboard, although with aim assist, it isn't impossible. Besides, my game play style doesn't do much shooting anyway.

GTA V Police Cars
If memory serves, that black and white livery is a requirement based on a Federal grant. I've seen numerous departments around the country including my own here at home using a boring livery like that and I've been told that it's because if they accept Federal funding for vehicle acquisitions, the Feds say any vehicles purchased with that funding must be painted in a nationally standardized black and white livery. The Feds want all police vehicles to be uniform across the entire country. My city recently purchased new Chargers, Caprices, and Ford Interceptors and all of them are painted in this livery. Will You Stick Around When GTA V Comes Out?
I will most defiantly be here. I'm going to rent GTA V for my PS3 so I can check out the map and explore, but I have zero interest in buying it or playing the story until a few months from now when it's either released on PC, or confirmed that it will not release on PC so I can pick up a used copy for my PS3 and save some money.

Enabling Passenger Seats?
I couldn't find anything in a local search or a google search so I'm hoping someone here can help me figure this out. How do you enable passenger seats in a vehicle? Is it like "coded" into the model, or is it a config file somewhere like the vehicles or handling file that can be edited? I was playing around with some new van models today (GMC Savannah / Speedo style vans), and one of the models I tested out does not allow passengers in the back, only one passenger can ride in the front passenger seat. I'm trying to figure out how to allow passengers to ride in the back of this van, but I've not been able to figure it out on my own after hours of digging through config files and thought the knowledge base here might be a bit more useful at finding a solution.

Yes he should have stayed in his car and waited for the police to arrive. But as has been said multiple times already, he was under no obligation to obey the call taker, and he did not commit any crime by disobeying the call taker. Unfortunately, "Criminal Stupidity" is not a valid charge recognized by the law. As much as I wish it were, let's face it, we'd have an even worse jail overcrowding problem than we do now... Like I said before, Zimmerman should have been charged with menacing or some valid charge for the laws he actually did violate; but the prosecutors office decided not to uphold the law and go for the media headlines instead. I believe the prosecutor and his team need to be censured for their misconduct in this case.

You're right. But he didn't. And the Florida Prosecutors office decided not to charge him with all of the laws he may have violated in the process. Instead, they chose to charge him with a crime he did not commit based on the evidence. The prosecutor dropped the ball and did everyone involved with this case a great dis-service.

I can't be 100% certain, and neither can you. Neither of us were there that night to witness the incident. But that's why reasonable doubt exists in law. Zimmerman stated that he was assaulted, pinned to the ground, and in fear for his life because his skull was being hit against concrete. He had visible injuries to his face and head consistent with that account. No other evidence was presented during trial that could disprove that statement beyond a reasonable doubt. You're kidding yourself if you think the verdict would have been any different in Alabama. The laws for Alabama concealed weapon holders are very similar. If Zimmerman could articulate compelling reason to justify that he was in fear for his life or of great bodily harm (which he did) and his statements could not be disproved beyond a reasonable doubt by the state (which they couldn't), then he would not have been found guilty of murder because he did not commit murder. That's the law.

Which has been my point all along. If we remove emotion and opinion from the equation, the law is clear. Zimmerman is not guilty of murder as defined by law. Like I said back on page 1 of this thread, Zimmerman should not have been in that situation, he should have remained on his property, he should have followed the instructions of the 911 call taker. But, he wasn't charged with menacing, or assault, or trespassing, or any other charge for the laws he actually did break. He was charged with murder; a crime he did not commit as defined by the law. Also, it's not illegal to disobey a 911 call taker. They are not police officers or sworn public safety officials. They do not have the authority to issue lawful orders, and you are under no obligation to do anything a 911 call taker says. Was he stupid, yes. But sadly, "criminal stupidity" is not yet a valid charge in American courts. If you want to be upset at the verdict of this case, then be upset at the prosecutors office that filed worthless charges against Zimmerman. It almost appeared that the prosecutors office was trying to make a show, and thought they could play the race card to get emotion involved and get a "win" for their resumes. That's the real "injustice" here.

Yes that's correct. Zimmerman was found not guilty by a jury, because as defined by law, he did not commit murder. But you know and understand that already, because you said work for the Alabama State Troopers right? Reasonable doubt and the burden of proof in criminal cases are basic principles of law.

If that's what really happened, then Martin would have been justified to defend himself from what he believed would be an imminent threat. Of course, seeing that Zimmerman was armed with a firearm, the scenario would have likely ended the same way for Martin, but Zimmerman would have been found guilty. Unfortunately, the prosecutors didn't provide enough evidence to support that theory beyond a reasonable doubt. So, in the eyes of the law the state failed to meet their burden of proof and the jury had no choice but to find Zimmerman innocent. That's how the law works, regardless of your opinion,or my opinion.

How are you for sure that it isn't true? In a criminal case, the burden of proof rests with the State. The State must prove, beyond a reasonable doubt, that Zimmerman was not in fear for his life or of great bodily harm at the time he used deadly force. Based on the responding officers testimony, Zimmerman's own statements, and the photographs of the back of Zimmerman's head bleeding and injured, that alone is sufficient reasonable doubt. Based on the facts and evidence presented, Zimmerman did not commit murder as defined by Florida law. That is why the jury did not find him guilty.

Maybe it's because I proudly exercise my concealed carry permit, or maybe it's because of my interest in law enforcement, but people need to calm down for a second and acknowledge some basic facts about this case and the law in general. Drop emotion from the equation. Emotion is not law, and it never will be. Also, forget the race issue. If you are concerned with the color of either the defendant or victim's skin, you are part of the problem with this country. If you examine the case without emotion as a matter of law, George Zimmerman was in fact innocent. He did not commit murder as defined by law, so no reasonable jury could convict him without making a mockery of that court room and setting a horrific legal precedent. The law is clear, and that's what our courts are for. At the time Zimmerman used deadly force (if the testimony from all parties is true), he was being assaulted, he was pinned to the ground, and was having his head slammed against the concrete. He sustained documented injuries to his head. Any reasonable person would be in fear for their life at that point, which under Florida law justifies a response with deadly force. It's called self defense, and it is not a crime. That's why the jury couldn't find him guilty of murder. Zimmerman should not have been in that situation however, he should have remained on his property, he should have followed the instructions of the 911 call taker.
