no they do spawn with police officers ive done it before you have to remove them from the police line and add them to wherever you want

orr you could just add them to cargrp file that way they dont run into walls and they will still respond

enb bloom and enb effect file can change the way els look try neolux's n rage files

you can add police cars to the popcycle and have them patrol the city and add the cars to traffic flow or traffic load

liberty timecycle v3 by fabricuiz or stunning graphics imo are the best looking non enb graphic mods or if you can try low end enbs on gta 4 mods.com...searching can do wonders

I have the same problem I can arrest few people then after awhile the game crashes, like lms said theres a problem with it try reinstalling gta iv and then 1.0 that's what im doing right now

yeah theres no way I can downgrade to rc2 ive been able to really play it today without much crashing and the features are just awesome I like how you can stop traffic when doing a felony stop or accident I am going to suck it up and wait for the updates
