🚔 Equipment Enforcement: Road Worthy v6.9
    The Equipment & Standards Overhaul
Dynamic vehicle safety violations for proactive traffic enforcement. In the standard Los Santos environment, every NPC vehicle is showroom-perfect. This lack of realistic mechanical wear makes traffic enforcement feel repetitive and purely RNG-based. Road Worthy is a background simulation engine that injects realistic mechanical failures and safety violations into the world, giving you legitimate, visual probable cause for every stop.
🛠️ The Core Engine: "Probable Cause Generator"
Road Worthy doesn't just spawn blips; it physically alters the state of nearby vehicles to create observable equipment violations.
Equipment Violations: The engine cycles through distinct equipment configurations, ranging from minor electrical flickers to critical structural failures.
Encounter Frequency: With default settings, you can expect to encounter a violator roughly every 2 to 5 minutes of active driving, depending on local traffic density.
Smart Selection Logic: The system scans a 350m radius and intelligently selects candidates for violations. It maintains a buffer—ignoring any vehicle within 45m—to ensure violations don't "pop-in" right in front of you.
Automatic Exclusions: To maintain immersion, the engine automatically ignores Emergency (Police/EMS), Service (Buses/Taxis), Motorcycles, and even specific models like the "Stretch" or "Tourbus" defined in your .ini.
Disable Blips: For officers who prefer a purely visual challenge, violation blips can be disabled entirely in the configuration settings.

🚦 Equipment Profiles & Modernized Scanning
Ghost Car (Bright Purple - 27) Operating with no lights at night.
Faulty Alternator (Gray - 13) The lights won't stay on; lights flickers intermittently, indicating failing power delivery preceding a total electrical blackout.
Aggressive High Beam Flashing / Signal for help / loose wire? - (Green - 2) The entire lighting system (front and rear) flashes rapidly. This indicates a severe short circuit or an aggressive driver attempting to clear traffic.
Smoking Engine (Light Gray - 15) Heavy engine smoke pouring from the compartment. The vehicle is physically restricted to a crawl due to severe mechanical failure and neglect.
Shredded Tire (Light Blue - 22) Vehicle operating on a shredded tire or bare rim. Results in erratic handling, grinding, and a top speed limited to 13.5f.
Missing Plate (Dark Orange - 21) You can now encounter vehicles operating with Missing Plates. This violation is tied to a Stolen status, turning a simple equipment observation into a potential felony hit.
Dealer Tag (Dark Orange - 21)
Note on Modernized Plate Readers: Congrats! Your reader now recognizes these blank or dealer plates as stolen and pulls owner details—even without a physical plate—via NOOSE-derived chassis-signature telemetry. This breakthrough, repurposed from Humane Labs forensic imaging research, identifies the vehicle through unique thermal and geometric markers. The physical plate is absent, but the system still has a chance to gather vehicle and/or owner details via localized beat intelligence.
Shattered Window (Gold - 46) Frequency of smashed safety windows. Side or rear glass is shattered, potentially indicating a vehicle burglary or a prior hit-and-run collision.
Headlight Out (Beige - 36) A single headlight is non-functional. Unlike a shattered lamp, the housing is intact but the bulb is out, creating a high-visibility equipment violation at night.
Mechanical Damage (Gold - 46) Significant body deformation or collision history. Though the engine functions, the vehicle shows severe rear damage, suggesting it may have been involved in an accident or theft.

PatrolMDT v6.9 - The Future of Roadside Intelligence

PatrolMDT serves as the modern replacement for legacy plate readers such as ALPR Lite, using the CommonDataFramework to ensure seamless and instant compatibility with CompuLite, ReportsPlus and MDTPro. While it handles standard detection for stolen vehicles and expired documents, PatrolMDT does all that and far more by integrating live intelligence feeds, visual observations, and real-time weather alerts.

DEMO ONLY - YOU TUBE DEMONSTRATION - MAX SETTINGS - DEMO ONLY

In the standard game, license plate readers are usually just a "beep" and a blip on your map. You end up chasing icons and reacting to computer notifications without much context. This breaks immersion because you aren't really watching the world; you're just watching your radar. It makes traffic work feel like a repetitive mini-game rather than actual police work.
PatrolMDT fixes this by turning your cruiser into a high-speed intelligence hub. It connects you to the world with actual information you can use, like digital driver headshots that pop up with scans, localized crime briefings for the specific neighborhood you’re in, and weather warnings that affect how you should drive. It’s designed for players who want a reason to make a stop that goes beyond a random notification.

🛠️ The Core Engine: "The Intelligence Hub" The script works by using a customizable 6-camera setup that watches all sides of your car. It scans nearby vehicles for documentation issues and felony flags, but it also uses a "visual" logic to spot things a real officer would notice—like a driver not wearing a seatbelt or a smashed side mirror.

When the system flags a vehicle, it doesn't just give you a name; it takes a picture of the the driver to avoid "it wasn't me" in the court room The plate readers have also been minimized to fit into motorcycles and light bars. It handles all the background work to decide how "criminal" your patrol area is based on settings you choose in the config file. It also watches the clock and the sky, pushing out shift briefings and weather updates that actually match what is happening in your game at that exact moment.

    🚦 Violation & Feature Profiles

🔴 1. Felony & Stolen Hits These are the most serious alerts, covering stolen cars and wanted people. They show up as red hits because they are the highest priority.
Roleplay Tip: Since you get a driver headshot with the hit, compare the photo to the person behind the wheel before you approach the window.

🟠 2. BOLO & Caller Reports These orange hits represent reports from "citizens," like someone calling in a drunk driver or a vehicle leaving the scene of a theft.
Roleplay Tip: Use these as a reason to follow a car for a few blocks to look for "probable cause" like weaving or speeding.

🟡 3. Documentation & Compliance Yellow hits are for the "paperwork" violations—expired tags, no insurance, or an expired driver’s license.
Roleplay Tip: These are great for roleplaying a "proactive" officer who focuses on cleaning up the streets through equipment and registration stops.

🔵 4. Plain View Observations (PVO) These are cyan alerts for things you see with your own eyes, like a broken mirror held on by duct tape. These don't require a plate scan to pop up.
Roleplay Tip: Use these as "pretext stops" to pull over a suspicious car and see if the driver is hiding something more serious.

    📦 Installation Guide
Prerequisites: Requires a working installation of LSPDFR and CommonDataFramework (https://www.nuget.org/packages/CommonDataFramework)
Deployment: Drop PatrolMDT.dll and PatrolMDT.ini into your \Plugins\LSPDFR\ folder.
Configuration: The .ini file is very detailed. You can change how often flags appear and move the camera positions to fit different police car models.

    Visual Probable Cause
VPC allows you to detect items inside a vehicle before you ever initiate a physical search. This gives you the opportunity to spot contraband or weapons in plain view, providing a lead that will almost always result in a positive find once the vehicle is searched. By reading your VehicleItems.xml and scanning for customizable keywords, plain view observations can be made. This will also provide Non-Item Observations, such as seatbelt and phone violations as well as normal behavior. This is an evolution of my earlier Project Plain View. Whether you are patrolling the high-end streets of Rockford Hills or the dirt roads of Blaine County, VPC ensures that your probable cause is rooted in traditional police work: observation.

DEMO - CLICK HERE FOR A YOUTUBE VIDEO - DEMO

Visual Probable Cause (VPC) transforms your traffic stops and roadside interactions by turning your eyes into your most essential piece of equipment. Instead of relying on guesswork, you find the evidence yourself through direct observation. This modification is designed for those moments when you step out of your cruiser—whether you are walking up to a pulled-over vehicle, patrolling a parking lot, or managing a security checkpoint. It requires you to be on the ground, engaging with the world face-to-face.

    INSTALLATION & CONFIGURATION:
    1. Place VisualProbableCause.dll and VisualProbableCause.ini into Plugins/LSPDFR/.
    2. (Optional/Recommended) Replace VehicleSearchItems.xml in Plugins/LSPDFR/StopThePed/ with the included version to enable the 6,300+ item expansion and false-positive logic.
It is highly recommended that you review the .ini before loading the modification for the first time.
    I. The Art of the Plain View Observation
This modification works by looking for physical items and behaviors within a vehicle’s cabin while you are on foot. If something is sitting on the dashboard or tucked under a seat, and you have a clear line of sight, you may receive a notification of what you've spotted.

Organic Discovery: Observations happen naturally based on your distance to the vehicle, your walking speed, and your line of sight.

Smart Discrimination: While the behavioral system excludes emergency vehicles, industrial equipment, and aircraft, it intelligently discriminates between motorcycles and passenger vehicles. You can also exclude any specific models you choose via the configuration.

Customizable Velocity Logic: Realistically, you won't be able to spot a pill bottle in a car flying past you. VPC prioritizes vehicles that are stationary or moving at slow speeds near your walking path, though the exact speed threshold can be calibrated in your settings.
    II. Observation Categories
VPC recognizes a wide array of items and situations, divided into different categories based on customizable keywords:

🟠 [WEAPON] Tactical Threats: Spotting the grip of a pistol or a holster wedged between the seats.

🟡 [CONTRABAND] Narcotics: Seeing baggies, scales, or suspicious white powder on the floorboards.

🔵 [ALCOHOL] Open Containers: Identifying open bottles or cans in cup holders.

🟣 [STOLEN] Suspected Property: Seeing high-value items or electronics that appear out of place.

🔘 [TOOLS] Criminal Implements: Spotting slim-jims, pry bars, or masks used in the commission of crimes.

⚪ [NIOS] Behavioral & Environment: Observations of the driver's movements—like reaching for a belt—or the vehicle's state, such as a taped-on mirror, fast food wrappers, or a jersey draped over the passenger seat.

The entire notification engine utilizes 37 unique observation prefixes combined with over 1,700 individual narrative strings across all categories and vehicles, creating more than 62,900 possible combinations to ensure no two observations feel the same.
III. Human Error: Officers Make Mistakes
In the real world, things aren't always what they seem at first glance, and VPC reflects this reality. The included VehicleItems.xml is packed with over 6,300 items, a few of which are designed to be false positives.

You might spot what looks like a handgun from the sidewalk, only to realize during a search that it is an antique or a toy. You might see an open container on a center console that turns out to be root beer. Additionally, your focus may not always land on the most dangerous item; sometimes you will pick up on an open alcohol container but miss a gun entirely.
Don't feel bad if you see something that isn't there or if you miss a threat. These red herrings and oversights are intentional; they test your judgment and remind you that a plain view observation is a lead, not always a conviction.
    IV. Intelligent Item Injection
VPC is designed to work alongside other popular mods like Stop The Ped. However, VPC goes a step further by seeding items into vehicles that are parked or simply driving around—cars you have not even pulled over yet.

Universal XML Support: While a massive VehicleItems.xml is included, VPC is flexible. It can read from any standard VehicleItems.xml you already have installed.

The White Text Detail: You may notice that some items found by this mod appear as white text in your search menus, while other mods might use colored text. This is a technical marker indicating the item was placed by the VPC background logic. These items are fully functional and will correctly trigger notifications and charges.

Total Control: If you prefer to let other mods handle all vehicle contents, you can disable the injection logic in the .ini. VPC will then simply read whatever items are already there.
    V. Stop the Ped Only, no PR--- I tried.
Unfortunately, after speaking with the maker of Policing Redefined, in the current version at least, the way his code seeds items into inventory won't cooperate. Basically, his mod seeds them upon interaction with the vehicle, where VPC and STP seed it before, allowing this mod to read the data before searching. I tried very hard. The outcome resulted in items only being found on the driver side, regardless of where they are. So I could put it out but, eh. I didn't enjoy playing with VPC and PR so I didn't think anyone really else would either.

Looking forward to future releases of PR to reevaluate this.

    2. https://www.gta5-mods.com/scripts/simple-trainer-for-gtav
    (Requires Script Hook V: https://www.dev-c.com/gtav/scripthookv/ )

If you experience any crashes or low traffic, this mod with a high heap setting is to be installed:
    3. https://www.gta5-mods.com/tools/heapadjuster .
I personally use the value of around 8000 to 10000.
    Or similar, like

Warning: There are reports that this mod breaks the ability to load and or start missions in the singleplayer correctly. If you got this problem, uninstall this mod.

    INSTALLATION
    OpenIV is required for installation.
Installation instructions are included in the download files, the installation is not very difficult and just requires to replace 3 files.

The EASY BASE CONFIG version is only for changes in spawning NPC groups and new DLC cars added to the traffic. It should work on every GTA 5 Version.

The FULL version comes with an FiveM support, increased traffic density options, additional options and enhanced support instructions.
It might be less compatible with other mods or game versions than the one mentioned in the README.
    This features both support for
    - GTA 5 (Legacy)
    - GTA 5 Enhanced
    This mod also supports FiveM.
An package installer for OpenIV is included.
The newest 2.2.2 FULL version of this mod was mainly build for GTA 5 v. 1.0.3717(Online 1.72)(Savehouse in the hills update)(Legacy support). It might be not fitting with your personal GTA version.
If you want to use this mod for GTA 5 Enhanced - Yes it will work but no , you can not use the automatic installer.
You will have to get a gameconfig.xml that works with GTA 5 Enhanced (e.g. https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars)

    1. FAQ:
    - Can there crashes occur: Yes, it is possible. Its not frequent or regular, but it is quite possible and i myself got some crashes, but due to the fact that i can not tell if it is my own mod, or another submod or script, i will only be able to tell when i tell.
    - Can this caues FPS lag: Yes, when you got an CPU that is weaker than your GPU, yes, it can.

    CONTENT
This mod will improve your ingame traffic and ped density and level of realism.
There are several points this mod will change ingame and enhance them, for example:
    1. DLC-Cars and new non-DLC cars will now spawn in traffic. There is a variety of new cars, like sportscars, suvs and busses to spawn. For Example:
    - adder
    - zentorno
    - zorusso
    - liberator truck
    - brawler
    - stretch
    - osiris
    - paradise
    - squaddie
    - new boats
    - new busses
    - new SUvs
    - new bikes
    - ...
There won't spawn all dlc cars available, because i saw now point in adding futuristic stuff that doesn't fit the game. For this kind of game, there is gta online. All DLC cars will spawn in parts of the city where it's realistic.
    2. Police officers are now active in the Streets of Los Santos Country.
    For example, there are:
    - Police Officers of the LSPD patrol the streets of Los Santos and the freeways around Los Santos by car and on foot.
    - Police Oficcers of the LSSD patrol the area of Los Santos County, Sandy Shores and parts of the suburbs of Los Santos, like Davis, on foot and in cars.
    - The SAHP will now patrol the highways outside the city by motorcycles
    - The Police will use regular police cars on patrol. At night, at dangerous areas, like the Gang Areas of Los Santos, they will also use heavy vehicles, like armored transporters.
-Also, Police will prefer to patrol the high-risk level places more often than other parts of the city (For Example: Gang Areas or very prouded places)
    - Juristiction Fix - Sheriff will now also patrol the streets of Davis (Los Santos)
Sometimes, FIB Agents are walking around in PIllbox Hill (Downtown Los Santos) near the FIB skyscraper.
    - Prison busses are also rarely driving between the police stations in Los Santos and the Prison. They prefer to drive at night, or at midday. As an alternative, sometimes prison busses are replaced by LSPD Transporters for Prisoners that are transfered between police stations in LS, or NOOSE Trucks for very dangerous inmates.
    - NOOSE (SWAT) Teams are sometimes driving in RIOT Trucks in the city at night, like they are on their way to a high level arrest or patrol very high risk, violent areas. They are mainly operating at Davis and Rancho, Gang Areas of Los Santos, or rarely at Sandy Shores between 1 and 4 o'clock at night.
    - The military is now also equipped with squaddies, stationed at Zanduco Military Base
    - There are a couple of other additioins in the Military Base, like armored marines patroling in the base, or Noose Operators rarely interacting with military stuff
    3. The density of the traffic and the amount of pedestrians that walk around is way better improved, enhanced and expanded
    - in some parts of the city and the county there won't spawn a lot of cars and vehicles, also at certain times, like at 3 AM, there is a rapid decrease of traffic in most areas.
    - in other parts, like the freeway, there are a lot of cars, more than in vanilla GTA
    - also the amount of peds has been balanced, at the street, the Del Pierro Promenade or Downtown there will be way more people. Also in Sandy Shores, at afternoon, there will be more peds. But, too keep the game realistic, in some parts and at night, there will be less pedestrians.

Hope you have fun playing the mod. It is made for latest game version 1.0.3717.
Instructions how to make this mod usable with other mods like World of Variety, RDE or other or other Game versions are included in the .README.

MAX INI SETTINGS FOR DEMO VIDEO - YOUTUBE DEMO - MAX INI SETTINGS - DEMO ONLY

    📦 Installation Guide
    Prerequisites: SHVDN (ScriptHookV.NET) is required.

Configuration: The mod will generate RoadWorthy.ini on the first launch.
GlobalSpawnChance: Controls how frequently violations occur (Default: 2%).

BJ USA reacted to stocky789 for a file, MDTPro
MDT Pro is a police computer (MDT) plugin for LSPDFR that runs a local web server when you go on duty. Open the MDT in any browser—on your PC or over your network—and use it like a real mobile data terminal alongside the game. This release is in beta. MDT Pro started from the source code of ExternalPoliceComputer by jullevistrunz; that mod was the foundation this one was built on.

    Requirements
    • LSPDFR
    • CommonDataFramework (CDF) — required; plugin will not load without it
    • CalloutInterfaceAPI — required (DLL in game root or plugins/LSPDFR/)
    • CalloutInterface — required for the Active Call page (live callout details)
    • Policing Redefined (PR) OR STP & UltimateBackup

    Installation

Extract the mod and its files into your GTA V folder (same level as GTA5.exe). | Alternatively use the OpenIV install package.
Go on duty with LSPDFR; MDT Pro will show on-screen addresses (e.g. http://127.0.0.1:9000).
Open that URL in a browser (Chrome/Brave recommended). Or SteamOverlay works well when setting your URL as your homepage

    Features

    Control Panel & Officer Info
Enter and save your officer details (name, badge, rank, call sign, department). Use “Fill from Game” when supported. Start and end shifts; view career statistics. All reports can auto-fill officer and location from your profile and current position.

Reports (Incident, Citation, Arrest, Injury, Traffic Incident, Impound, Property and Evidence Receipt (seizure reports) for drugs and firearms, Impound reports)
Create incident reports (general reporting), citation reports, arrest reports, injury reports, traffic incident reports, and impound reports. Each report has auto-generated IDs, status filters (active/completed/canceled), and notes. Reports created during an active shift are tied to that shift and appear in Shift History. Injury reports record injured party, type, severity, treatment, and context; they can be created from Reports or from Person Search with the name pre-filled. Traffic incident reports cover collisions and multi-vehicle incidents (drivers, passengers, pedestrians, vehicles, injury details, collision type). Impound reports record plate, model, owner, VIN, reason, tow company, and impound lot, and can be created from Reports or from Vehicle Search with the vehicle pre-filled. Charges you add are stored and, when an offender is set, added to that person’s record for future lookups. Citations in-game: with Policing Redefined, you can issue from the PR ped menu when you close the citation in the MDT. With StopThePed and without Policing Redefined, use the MDT’s StopThePed citation handoff (in-game key; default F10, set in MDTPro.ini). Do not mix Policing Redefined and StopThePed for this.

    BOLO
Add and remove BOLOs from the BOLO Noticeboard without needing the vehicle in front of you: enter plate, optional model, reason, and duration. Only active (non-expired) BOLOs are shown. When a vehicle with a BOLO’d plate is seen or stopped, the BOLO syncs to Common Data Framework. Vehicle Search and ALPR show BOLOs for in-world and noticeboard-only plates; ALPR flags a hit as “BOLO” and can alert.

    Person Lookup (Ped Search)
Search by name to view a person’s info (from MDT Pro and CDF). History shows citations and arrests; click an entry to start a new report for that ped with fields pre-filled. Callout suspect names mentioned in Active Call messages (e.g. “associated with …”) can be added as stub records so you can look them up—configurable in settings.

    Vehicle Lookup
Search by license plate or VIN. View vehicle details and click the owner to open Person Lookup for the registered owner.

    Ped & Vehicle Persistence
People and vehicles you’ve stopped or run are stored in the MDT database. When you stop someone again, there’s a configurable chance they’re recognized as the same person (matched by character model)—their name, citation and arrest history, times stopped, and wanted/probation/parole status carry over and sync to CDF. Same idea for vehicles: a car you stop later can be matched by model and owner to a vehicle you’ve seen before, so the same plate and history show up.

    Shift History
View past shifts and every report linked to each shift (reports created while that shift was active).

    Court
Manage court cases from arrest reports. Filter and sort by status, case number, ped name, or report ID. Attach Incident, Injury, Citation, Traffic Incident, or Impound reports to an arrest or case as evidence; report relevance and evidence amounts are configurable in Config → Court. Document evidence seized on arrest (drugs found, firearms found) so the case reflects what was actually seized. New arrests start as Pending; save and attach reports, then Close arrest (submit for court) to create the case; you can attach or detach reports until the hearing. Verdict and sentencing reflect all evidence (weapon, warrant, fleeing, resistance, assault, intoxication, drugs, etc.). Sentencing Rationale explains aggravating and mitigating factors, recidivism, and district policy; resolved cases show per-charge outcome (Convicted, Acquitted, Dismissed) and total fine and jail time for convicted charges. Document Use of Force on the arrest (type, justification, injury, witnesses) for a court evidence bonus. For homicide or manslaughter, attach an Injury report with Fatal severity or DOA/pronounced deceased so the case is treated as having documented death. Charges and sentencing are based on California law; license revocations apply correctly from convictions.

    Map (GPS)
Live map with your current position (updated via WebSocket). Route from your position to a point with turn-by-turn directions using in-game road data.

    Active Call
Shows the current callout when CalloutInterface is installed: location (postal, street, area, county), priority, message, advisory, unit/callsign, and timestamps. When your callout system supports it, set a GPS waypoint and use Accept or En Route; the page shows status (Pending, Accepted, En Route, Finished), a short timeline, and expandable cards. Without CalloutInterface, the page opens but receives no callout data.

    Backup & Quick Actions
Request backup (patrol, traffic stop, transport, tow, etc.) from the MDT. Backup is sent through Policing Redefined or Ultimate Backup according to Mod integration (and Auto uses Policing Redefined when it is loaded, otherwise Ultimate Backup when available). The Quick Actions bar (bottom-right) offers one-tap Panic, Backup, and Clear ALPR; backup can be sent Code 1, 2, or 3.

ALPR (optional plugin - enable in game)
In-game automatic license plate recognition. Enable in Customization or via the in-game Settings menu (default F7). When on duty in a police vehicle, nearby vehicles are scanned; flagged plates (stolen, expired reg/insurance, owner wanted) can show an HUD panel and optional sound. Flags come from CDF and the MDT database. The ALPR plugin can show hit popups inside the MDT in your browser.

    Plugins
Drop plugin folders into MDTPro/plugins and enable them on the Customization page. Plugins can add pages, scripts, and styles; see the README for the plugin API and folder structure.

    Updating
Overwrite the existing plugin files and MDTPro folder contents. Your MDTPro/data/ and config.json are preserved. Adjust new defaults (e.g. WebSocket update rate) in Settings → Customization → Config or by editing config.json if you want different behavior.

    Source Code: https://github.com/stocky789/MDT-Pro

    Known bugs
After generating a citation in the MDT, the PolicingRedefined menu loses a lot of options such as Dismiss etc.
    - Workaround: Press your vanilla LSPDFR traffic stop keybind (e.g. "E") and dismiss the PED.

This is the preview (or beta, whatever you wanna call it) version for my police partner mod. The code is on Github and provided in the download.

How to install: .cs files are for open-source reference. The other files go into GTAV\plugins\lspdfr folder,

To open menu: press F2 on keyboard.

    Showcase:

    https://www.youtube.com/watch?v=iJLdLlwMKSk

The first version has the police partner able to do three things:

    Drive around and patrol
Join your traffic stop at the press of "Y" on keyboard
    Automatically join pursuits

If you spawn more than one partner, only the nearest one will respond for traffic stop backup.

Currently working on for future release:

-INI file for more cars and customization
-Better traffic stop backup, now cop gets out and stands near car, once traffic stop ends it gets back in and drives away.
-Have the cop be able to stop and patrol at a spot
Probably not next version but future versions will have the ability for the AI cops to call for backup or traffic stops, pursuits, etc. So instead of you always calling them, they can call you to respond too.

This is kind of like my "Ambient AI Police" script except instead of this having police scenarios, these are civilian scenarios. THIS IS NOT A CALLOUT PACK. You are welcome to play LSPDFR and integrate yourself into a scenario if you see one like check peds, call a tow truck, etc. But these will not show up as callouts, these will run with or without LSPDFR (as all scripts do).

    Showcase:
    Three scenarios:

1.Broken down car and tow truck on scene

Broken down car, ped is on phone calling for help

    Small car accident

Spawn logic, all configured in .ini file:

Only spawn points within a certain distance
    Cleanup when far enough away
Max number of scenarios running at a time

    V1.1 (Updated 3/2/26)
Increased time to 10 minutes for each scenario. Scenes now last 10 minutes, if you see one clean up, you were (10 mins) late to the party!

🚨 Logistics Evolution: Introducing FleetExpress v6.9 - The Logistics & Delivery Overhaul

Redefining asset selection and delivery for the modern law enforcement professional. Really, I made this mod because I got tired of picking a vehicle so I wanted a random spawner, and then I asked, what if I am playing as this agency and don't want a global random pull or to change it every game play, then, why can't it be delivered... and here we are.

In the standard Los Santos environment, vehicle procurement is a matter of immersion-breaking teleportation or "magic" spawning. You press a button, and a car simply appears in your peripheral vision, shattering the illusion of a living, breathing world. This lack of logistical realism makes the transition between calls feel like a video game rather than a high-fidelity simulation.

Today, we are deploying FleetExpress v6.9, a comprehensive immersion engine that replaces instant spawning with a realistic vehicle delivery and recovery framework. By injecting physical logistics into your patrol, we ensure that every asset—from a standard cruiser to a specialized recovery unit—arrives via road, driven by a technician, and anchored to realistic world coordinates.

🛠️ The Core Engine: "Behind-the-Back" Logistics

FleetExpress doesn't just "create" vehicles; it simulates a delivery request from a centralized motor pool. The script utilizes a sophisticated Behind-the-Back Anchor logic to maintain the "First-Person" immersion of hardcore roleplay.

Smart Selection Logic: When a request is initiated, the system projects a vector exactly 80 meters behind the player's current heading. It then performs a GetNextPositionOnStreet scan to find the nearest valid navigation node. Once a "snap" is confirmed, the system dispatches a technician driver to your location. This ensures that assets never manifest in mid-air or inside buildings, but instead arrive via recognized roadways.

Q: Can I use any car?
Yes - any vehicle's model name can be used.

Q: What happens if I misspell a model name in the INI?
The script will fail silently. No crash will occur, but the vehicle will simply not spawn.

    📦 Feature Profiles

🔵 1. Technician Delivery The backbone of the mod. A technician physically drives your requested asset to your location, exits, and turns over the keys. Roleplay Tip: Wait on the sidewalk or shoulder. Once the driver exits, treat it as a formal "hand-off" from the motor pool.

🟢 2. The Global Wildcard A high-stakes draw that selects one random vehicle from any model listed in your entire .ini manifest. Roleplay Tip: Use this to simulate a "Motor Pool Shortage"—you must adapt your patrol tactics to whatever equipment the garage had available for your shift.

🟡 3. Recovery Team Protocol Dispatches a specialized two-man unit to your location for asset retrieval or personnel transport. Roleplay Tip: If your primary unit is disabled in a remote canyon, call for recovery and wait for the transport to arrive before clearing the scene.

🔴 4. Next Assignment Vehicle Automatically cycles your staging list to provide a fresh ride after a traffic stop or major call is completed. Roleplay Tip: Treat this as a "Shift Rotation." As the world evolves, so does your equipment, keeping your presence on the streets fresh and unpredictable.

    📦 Installation Guide

Prerequisites: RagePluginHook (RPH) and a valid LSPDFR installation are required.

Deployment: Drop FleetExpress.dll and the provided FleetExpress.ini into your Grand Theft Auto V/Plugins/LSPDFR/ folder.

Configuration: It is highly recommended to modify the agency and vehicle lists in the .ini before your first tour of duty. If the file is deleted, the system will auto-generate a default manifest upon launch.

    PERSISTENT IDENTITY SYSTEM (P.I.S.)
    Purpose of This Plugin
Persistent Identity System exists to give your patrol work continuity and meaning.
In standard LSPDFR gameplay, most encounters are isolated. You stop someone, take action, and never see them again. There’s no long-term memory, no escalation, no evolving patterns.

    PIS changes that.

It allows NPCs to maintain consistent identities across sessions, tracks their interaction history, and enables realistic progression over time. Repeat offenders are recognized. Warrants resurface. Behavior patterns become visible. Your decisions carry weight beyond a single traffic stop.
    Examples :
You stop a drunk driver downtown and issue a citation.
Two in-game days later you see him again, the prior offense is still there.

You arrest someone in a neighborhood.
Later on patrol, you encounter them again, not as a “new” random ped, but as the same individual with a record.

The stripclub bodyguard who always spawns in the same place?
Normally he’s a “new” person every time.
With PIS, he’s treated as the same identity if the match is strong enough.
    Features :
Persistent NPC Identities: Peds have unique identities that stay consistent across game sessions.
Matching Algorithm: Matches peds using model, location, time patterns, and vehicle associations.
History Tracking: Automatically logs citations, arrests, warrants, and all past interactions.
Real-time Scanning: Alerts you to known individuals and repeat offenders in your vicinity.
Vehicle Associations: Records and tracks which vehicles are linked to which identities.
    Integrations :
Policing Redefined / Stop The Ped
    CommonDataFramework
    Reports Plus (soon)
    External Police Computer (NEW)

I wanna share to you my very first mod. This will turn the Farmer's Market into a police station with an enterable interior. This was made with quality in mind all for free, with many features and is fully compatible with both FiveM and SP, optional compatibility with LSPDFR. It is a new version of the BCSO Grapeseed Station mod by NilWo
    https://www.gta5-mods.com/maps/blaine-county-sheriffs-office-grapeseed-station
(I only reused few of the building textures.)

    FEATURES

This version introduces several new features that make the game feel more alive:

Interior - lobby room, break room, cells, captain's office and more
Ped spawns - cops and civilians
Ped scenarios - you can see cops exercising at the back of the building, usually in the morning, and more
Vehicle spawns - cop bike, Stanier, Ranger, and a Buzzard that rarely spawns
New props - added some custom props
Trees - added for better immersion and atmosphere
Fully integrated YMAP for MP maps - props will remain when MP maps are loaded (no more persistent fruit stands)
LSPDFR compatible - new station on the map, go on duty and spawn garage vehicles
FIVEM compatible - add it to your server
OIV Installation - easy to install, just drag and drop. (also includes UNINSTALL.oiv)

    VIDEO

    For FiveM
    - just add the bcso_gpd_mlo folder into your resource folder
    - add "ensure bcso_gpd_mlo" into your server cfg

Enjoy this small addition to make your game feel more alive!

    IMPORTANT!

Different MLOs made on the same location/ area (Grapeseed, Sandy Shores, etc..) are mostly incompatible especially if they share even just a single file (ymap, ybn, ytyp, etc ..). So BEFORE you complain about my MLO causing other MLOs to crash or not load, make sure you check any duplicate files for both/all MLOs you are planning to install together on that same location.

For those who don't have a mod that adds the BCSO Agency, kindly change the Agency line in stations.xml from 'bcso' to 'lssd'.
    Mod I used

    Bugs
    - Currently, peds do not recognize doors so they will circle around in panic if provoked and hostile or friendly peds can't follow you inside yet. I'm still figuring out this navmesh thingy.

The mod refines how NPC drivers accelerate, brake, merge, react to traffic, and respond to the road around them, creating flow that feels more natural, stable, and predictable. Rather than completely rewriting GTA V’s traffic system, Real Traffic AI is built to feel like a natural evolution of vanilla behaviour — preserving the character of the original game while quietly removing many of its most frustrating quirks.

🚀 The Core Philosophy: "Natural Observation"
Unlike traditional mods that require you to guess what’s inside a vehicle, PPV bridges the gap between game mechanics and real-world law enforcement intuition.
The Living Database: The system stays "in-sync" with the same items you'd find in a physical search by reading directly from VehicleItems.xml. Upon duty initialization, a database scan ensures detected contraband remains consistent with the vehicleitems.xml.
    🛠️ Key Features
    1. Contextual Perception Engine PPV utilizes proximity and line-of-sight to simulate an officer’s "quick glance."
Visual Logic: If a weapon, drug paraphernalia, or an open container is sitting on the passenger seat, your character recognizes it instantly without needing a warrant or a physical search.
3.5m Detection Radius: Designed for realism; you must be close enough to actually see through the glass for the perception to trigger.
    2. Multi-Tiered Alert System Information is delivered via color-coded HUD notifications (Stop The Ped style) to help you categorize threats instantly:
Weapons (Orange): Firearms, ammo, and holsters.
Narcotics (Yellow): Bags, scales, and paraphernalia.
Intoxicants (Blue): Open beer bottles, flasks, and liquor.
Stolen Goods (Green): Jewelry, electronics, and suspicious cash.
Criminal Tools (Grey): Masks, lockpicks, and crowbars.
    3. Fully Customizable Intelligence The system is as smart as you make it. All keywords in the detection categories can be fully customized via the .ini file. Want to add "Illegal Fireworks" or "Explosives"? Simply add the keyword and the mod handles the rest.
    4. The Authenticity Protocol Because PPV reads directly from the VehicleItems.xml database, there is no "cheating." If the mod alerts you to a "Weapon" in the front seat, a subsequent physical search via Stop The Ped will likely yield something (illegal, or not) from that category, maintaining 100% roleplay integrity.
    📦 Installation Guide
Deploying your surveillance net is straightforward:
Prerequisites: Ensure you have LSPDFR and Stop The Ped installed.
Deployment: Drop ProjectPlainView.dll, ProjectPlainView.pdb, and the accompanying .ini file into your /plugins/LSPDFR/ folder.
Initialization: Go on-duty. The system will automatically scan your vehicle item pools and initialize the perception loop. If you ever delete the .ini, the system will intelligently regenerate a default one for you on launch.
    📝 Summary
Project: Plain View v6.9 isn’t just a script; it’s a total overhaul of how you interact with the world around you. It removes the "blindness" of the default LSPDFR experience, rewards observant patrolling, and gives you the legal probable cause you need based on what you actually see.
