Yup! Typical lineup for small towns (Like mine) in USA. CVPIs are being retired as we speak, it'll be maybe 3-7 years before they are all replaced with Explorers, Caprices, Taurus's, Impalas, Chargers, tahoes, or whatever. :D My town Department is no different, it's too expensive to buy 10 New Cars (That's about the size of the fleet my town has) all at once, so they'll do it gradually starting with supervisor first.

PSU + Cables will work for the parts you have listed. You may need to buy a better PSU if you plan on buying additional video cards.

America is much more of a police state. :) Not only that, but there are several layers of police. City/Local, Sheriff (County), and State Police (State). So you have all these agencies responding.

I believe ELS only reads what's in Vehicles.IMG. Not Morevehicle.img or newvehicles.img or whatever POLICE5 is located in. But try this [ POLICE ] Status = on File = default_config

Not too sure about brands, I personally love Corsair. But I think G.Skill is a good one (I had bad problems with them though) and I forgot the other brands. Any 4GB x 2 DDR3 RAM should work though.

Well actually you could do both Blue, but generally you do the two sides farthest away. I currently have forgotten the reason, but I looked down through my case and they are on the 2 and 4 slots of 1 2 3 4. I don't think you'd notice a difference, but I do recall being told somewhere to do that.

Oh, I didn't even see that. I highly recommend getting 2 4GB sticks of RAM. Not 1 8GB Stick, I recommend 2 4GB sticks. Something about computers that some people don't realize, it's always stronger to split things up. 2 medium graphics cards is generally better than 1 high graphic card 2 Hard Drives is better than 1 Hard Drive (RAID) And here, 2 Sticks of RAM is better than 1 Stick of RAM. Also, on the MOBO if you don't know, you will put them both in the Black Slots. Not one blue, one black. Not both blue, both black. Because do it wrong, it defeats the purpose of buying 2 4GB sticks.
