Not necessarily , he has a 6 Star wanted level, and as Sharp said above, the more cars that are spawned make the textures disappear, he may run it flawlessly like me, when just playing. But with a 6 star wanted level that changes.

I hope they release another trailer and not gameplay. For me it would ruin the experience, as a game I have wanted since it was officially announced, I want to be able to play it blind, meaning I don't know what happens at any point in the game.

Do you have Simple Native Trainer? That causes it, so disable the keys in the first options menu.

LCPDFR, if you press 'E' next to a person, you can hold them, frisk them or let them go. But I believe the policing script has a feat like that too, although i'm not sure about the key you press on that one
