Do you have 1.0.7.0. patch? When installing it are you sure that you have the Destination Folder correct? Do you have .NET Framework 4:Full Profile, Visual C++ 2010 Redistributable, Games for Windows Live Redistributable and a legimate copy of GTA IV?

Weapons with flashlights are really rare for IV... I did a bit of a search and only came up with M4's w/ Holographic/ACOG or without.. Im pretty sure theres 0 M4's with Holo & Flashlight atm, but maybe in the future someone will make one :)
