Hmm, Ive never actually used it on the PC version. If you have an Xbox controller/PS3 controller you could try with that, on Xbox controller the button is Left Stick and on PS3 controller its the Left Button.

You need GTA TBoGT (The Ballad of Gay Tony) then you need to find a parachute and then you need to find a tall building or something like that where you can jump off. Easiest way is to go to an Free Mode server and look for the skydiving locations on the map
