Well to be honest, when I first started playing GTA:IV on my first build, I had a 1gb GPU with a AMD Phenom CPU. and GTA:IV (with or without mods) was slow/crashed a lot up until I upgraded my stuff. with that said, if you're looking to play & not make videos I think you'll be okay and able to run that relatively well -just don't crank your graphics (or add ENB unless you get a new GPU)

this is just caused by the modder who mapped the ELS lights, nothing to do with your ENB. It's an easy fix, if you want the lights to be the Darker of the two, then you'll need to find the emerlights.png (or similar file) and just edit the file (I use paint.net) basically you'll copy the darker area in the file and paste it over the lighter blue one & use that edited file. Should solve your problem!

yeah like everyone's been saying, you need to step a few things up. If i were you, the first thing I'd look to replace/upgrade would be your GPU. The card doesn't matter so much as how much RAM (on the card itself) you have. -This is all my opinion but I feel that if you want a chance at running GTA:IV smoothly with those mods mentioned you'll want a card with at least 2GB of GPU RAM -probably in the $100-150 price range

Yes, it's in the same area of Denver. I have yet to hear anything about a second shooting in CO

1) They charge $50 per minute that's over 10 minutes 2) Neither, many of the greats take screenshots and then splice them all together -great quality and FPS doesn't get affected 3) I think that a video that goes from serious to funny and back and forth is enjoyable 4) I'd say your 'clips' so to speak should be however long you wish -i mean its up to how many screenshots you take 5) There are plenty of car mods out there, but people LOVE cars with a TON of lights and a bright ENB to really bring out the lights if you use ELS

This could be due to you using an older RC2 installer, try redownloading the installer and trying again!

If my memory serves me correct, you have to go into the "horns.ivaud" file and change it. But it's not like changing a car, as most of the cars in the game use the same horn so keep that in mind
