It should run fine on low settings.

 

Your computers processor meets minimum requirements for GTA IV. 

 

Recommended: 

  • Processor: Intel Core 2 Quad 2.4Ghz, AMD Phenom X3 2.1Ghz
  • Memory: 2GB (Windows XP) 2.5GB (Windows Vista)

  • Free Hard Drive Space: 18GB

  • Video Card: 512MB NVIDIA 8600 / 512MB ATI 3870

Your ram is fine.

Your OS is officially unsupported and is not guaranteed to run stability, but I use Windows 8 and have no problem. It just can be a pain to get it to install.

Resolution is alright. 

Your video card will run it alright, but on lower setting. 

 

It'll run the most mods, but not well.

I cant tell you exactly what mods will run, thats nearly impossible to see without seeing the code or simply running it on that computer.

Thanks. I can boost my processor to 3.2Ghz, and I just mainly want Els, lcpdfr,custom car or two, and trainer. But systemrequirementslab is awful and is very in-accurate due to friends experiences and my own experiences.

It should work fine then.

 

Systemrequirementslab just checks what the developers minimum requirements are. inaccuracy is the developers fault. 

yeah like everyone's been saying, you need to step a few things up.
If i were you, the first thing I'd look to replace/upgrade would be your GPU. The card doesn't matter so much as how much RAM (on the card itself) you have. -This is all my opinion but I feel that if you want a chance at running GTA:IV smoothly with those mods mentioned you'll want a card with at least 2GB of GPU RAM -probably in the $100-150 price range

Alright, what mods do you think I could run smoothly without upgrading? All I really want is ELS, LCPD:FR, custom car or two and Personal Trainer.

Well to be honest, when I first started playing GTA:IV on my first build, I had a 1gb GPU with a AMD Phenom CPU. and GTA:IV (with or without mods) was slow/crashed a lot up until I upgraded my stuff.

 

with that said, if you're looking to play & not make videos I think you'll be okay and able to run that relatively well -just don't crank your graphics (or add ENB unless you get a new GPU)
