Newbie Question
All you need to do is complete the first mission (where you drive to the safehouse) and save the game, that way you won't have to play though that every time you want to play LCPDFR. LCPDFR unlocks the map when you go on duty, so you'll be able to go anywhere you want once you're on duty.

Dog mauls 5 officers in London
In the way the superiors, let alone the government treats the police, they're grossly underfunded to the point where it's close to not functioning, one example is SNT teams in London who has to share a mobile phone between four officers, BMW also sponsored at least four cars for the Metropolitan Police. The CPS also seems unable to prosecute people, even when they have evidence, you will see this if you check out "UKPOLICE3" on YouTube, especially the "Motorway cops" shows how bad it is, never being charged, nor does the CPS provide evidence in court, one example being a case involving the ever gorgeous PC Rojek from the CMPG, they stopped a vehicle, upon searching the motor, a not insignificant amount of class A was found badly concealed in the spare tyre compartment, open and shut case for the CPS, yet they failed to present any evidence when the case was at court The criminals themselves are also let off way too easy when they do get prosecuted, another case involving a RTC that later evolved into a fatal RTC, the driver that caused it was sentenced to four years in prison for "death by dangerous driving", four years for killing someone, that is disgusting. I hope I've made myself clear as to why I see it as pointless.

shootouts after speed pursuits
It's not possible for you to anything about it as it's a part of the pursuit script. It doesn't happen that often in the real world either, it would fit in better with PPM if you ask me.

LCPD Scanner WAV and IVAUD
LCPD scanner files? If you want to use anything on Independence FM, you need to put it in "My DocumentsRockstar GamesGTA IVUser Music" in order for it to work. I'd suggest using a real life scanner if you want radio chatter in the background, the GTA ones aren't that well made.

Dog mauls 5 officers in London
I just watched a Motorway Cops episode, two females gets done for shoplifting, with the stolen good in the car, CPS doesn't prosecute, female rear-ends a driver at the M6 toll, CPS doesn't prosecute, guy has road rage fit, gets charged under public order, receives official police caution. I honestly do not understand why anyone would want to be a copper in Britain, it just seems pointless in so many different ways.

Red Light Runners
You're not supposed to do anything, you're free to deal with it the way you want, although it's worth mentioning that the criminal gets out of the car every time you get out. I myself never transport prisoners, I leave that to the AI coppers, so I cannot comment on the frequency, although I do not see it as likely that it happens more often when you've nicked someone

http://www.youtube.com/watch?v=P_qMND_3xyU It may just be my mind that's playing tricks, but that sounds a lot like the San Andreas radio chatter.

Dog mauls 5 officers in London
UK forces have been rolling out tasers in the recent years, and not just to firearms officers, it would help in some situations. The second idea is already in use in Norway, the officers themselves are unarmed, but they have a weapon securely locked away in the vehicles, it seems to be an practical idea, either you have them armed all the time, or not at all. They cannot be trained like any other dog, they are attack animals, their instincts are developed in such way, and not even the best training will prevent them from attacking. Generally dog owners should be responsible for the behaviour of their dog, it's their responsibility to make sure that it will not attack anyone, just as with children, you shouldn't have a dog if you cannot train and look after it, they are a privilege, not a right.

Dog mauls 5 officers in London
It's a necessary evil, not just to ensure the safety of your officers, but also to protect the general public. Another angle is the resources dealing with "armed incidents" takes up as of right now, people often reports incidents to involve weapons even though they don't to ensure that police shows up that involves a larger operation as it is now, with IRV's area cars and ARV's to respond to the same incident, arming officers could cut it down to an IRV and an area car, it would also open up for cutting down on ARV's and what is currently called "armed officers", which would lead to more officers on the beat, granted, those officers are already on the beat, but they only respond to calls involving weapons, freeing them up to deal with regular calls would cut down on response times.

Dog mauls 5 officers in London
Warning, it's quite graphic. From a BBC article: Officers from Newham had gone to an address in Albert Square, Stratford, to make an arrest when they were attacked, at about 09:00 GMT. Four of the officers suffered serious injuries and the fifth PC has minor injuries. The animal, described as a pitbull-type dog, was shot dead. A 25-year-old man has been arrested. He remains in custody in an east London police station. Three of the officers, who suffered leg and hand wounds, are in a stable condition at the Royal London Hospital and one may require skin grafts. Two of their colleagues have been released. A dog unit and armed officers from CO19 Specialist Firearms Command were called to the scene following the attack. The animal was contained before being shot. Commander Stephen Watson said the officers came under "sustained attack". "All five were hospitalised," he said. "Of the five, two might be described as walking wounded whereas three sustained serious injuries which will necessitate further medical intervention." End of article (http://www.bbc.co.uk/news/uk-england-london-17475293) Mayoral candidate Jenny Jones has made her opinion on the situation very clear stating that officers failed to do their homework prior to the arrest attempt. She believes that consideration should have been given to the potential for a dangerous dog to be on the premises. This is another reason for why modern day policing simply cannot be done by unarmed officers, in this case, an ARV had to attend in order to shoot that fucking psycho creature dog, had the initial officers been armed, they could have shot the dog, causing much fewer injuries, and taking up far less resources, not just for the police, but for the NHS as well, all five were hospitalized, and some officers required plastic surgery. It also highlights something that was heavily debated a few years ago here, where a "dog law" was put in place following a string of mauls done by "fighter dogs" for this exact reason. That kind of dog serves only one purpose from nature, they are attack dogs, they are a weapon, they are designed, their brain is hard-wired to attack, don't believe what those hippie "dog psychs" say, or the "breeders" say, they are all ticking time-bombs, and should not be allowed as pets, or as guard dogs. PC Bush, PC Merritt, PC Corderoy and PC Fray were among those who were attacked, may they have a swift recovery.

Missing Street Names Under HUD Minimap
ELS V6 adds that function, you might have changed the setting for it in the ELS.ini file: DisplayLocation = 2 // 0 Off / 1 Only on with info. panel / 2 Always on when in a vehicle Setting it to 1 will only show the location when you have the ELS menu open (where you change light patterns), setting it to 2 should show it whenever you're in a vehicle. As I stated at the very beginning, only ELS V6 has that function, if you're using ELS V5 or earlier, you won't be able to see your location.
