You can get a program called Paint.NET it's very easy to use and theres a tutorial on this site on how to use it link: hope this help's :) i used that tutorial myself :)

ELS has alot of bugs, crashing is one of them but i don't really have an issue with too much crashing anymore, as i don't go crazy with modding vehicles, i only mod police vehicles, it also made a big difference when i turned AI ELS off, no more crashes at 3 star wanted level, ENB/ELS only really makes up for what other ENB doesn't have such as making your light's looks way more realistic, and the graphic's are pretty crazy probably the best ENB i've seen to date in my opinion, i don't bother with ENB anymore though, but Sam is currently in the (WIP) department ;) of making Illumination 2.0, which means you don't need ELS for it to work but you use ELS enabled vehicles.

Is it possible to change Dashcam Key's from "Alt-VD" to let's say "Alt-CD"? cause whenever i start it up it calls a noose chopper and the game crashes

I don't know if anybody noticed that you can do this, might be a glitch in the first person script but if your parked on the side of the road/highway you can switch to the stock hood view by pressing LB (Xbox 360 Controller) a few time's (like your accessing the police computer, it'll flicker a few times) then it'll go to the stock hood view which will make the Dashcam mod more realistic, then when you want to continue patrolling press the SELECT button to go back into first person mode inside the car and turn dashcam off, figured it was pretty cool so i thought i would share :)

from what i've heard about police forces in such countries that you've mentioned, as a canadian, i would not want to break any laws in any of those countries as the laws there are WAY more strict by strict i don't mean complete assholes, i mean harsher sentences for what we think is a more petty crime. example: depending on the illegal substance you can get up to life in prison in your country, where in the states and canada you can get an early chance of parole with certain condition's, the US city only police in the city they are based in LAPD, NYPD, CPD, state police patrol the highways and outskirts of cities, don't quote me on that though i don't know much about the US police forces. here in Canada we have many different police forces but we do not have state police, we have 1 main police force that is EVERYWHERE in Canada and that is the RCMP (Royal Canadian Mounted Police) they have international dealing's in the US for high profile stuff and go over seas as well, as for the sheriff, out here in Nova Scotia, i've only seen the sheriff mainly used in prisoner transport to correctional facilities and court not patrolling like a regular city cop.

I'm going to be completely honest, i love the model's you make, but i never really liked the tahoe model, i don't really know why, but i just got policewag's slicktop tahoe, which i actually really enjoy, when this is finished, you sir, most definately have my download! :), will your's come with the template? i only ask because some modder's release unique vehicles that don't have a template.

The first video i saw was with a transit police cvpi and noticed in the bottom right corner "LCPDFR 0.91" so i looked it up, too be honest LCPDFR is the whole reason i got the PC i'm on right now cuz i don't even like GTAIV as much as i used too :P LCPDFR added BIG TIME to my gta gaming experience! :)
