I am not Rohit, but I can tell you that the problem seems to be related to the ForestryCallouts menu (as it shows an error with ForestryCallouts2 and RAGENativeUI). I recommend you to create a forum topic or check in ULSS.

The problem is caused by HeliAssist because it cannot find its Spotlight dependency. Check its installation. It is possible that it is well installed and HeliAssit is not able to find it, it is a known problem. In that case, I recommend you to uninstall both plugins, start the game and install them the next time you start the game.

Rohan's weather add-on for GTA changes the game completely. It adds so much realism and depth to the game that I can't imagine playing without it. Rohan has cooked!

The two crashes are caused by HeliAssitence because it cannot find SpotLight. Make sure you have it installed correctly. It is possible that you do. If this is the case, remove both add-ons, start the game without them and install them next time. Sometimes HeliAssistence fails to find SpotLight even if it is properly installed. It's about 50/50%.
