You can find those files in the same non-mods folder path. If you modified the base game files however, you'll need to delete these files from OpenIV and verify your game files.

You are inside the .oiv file already. Drag the file that says .oiv in your file browser into OpenIV. This is most likely the file you have in your downloads folder.

Download the manual version of LSPDFR and install it through the download archive instead.

Hello Since Albos plugins are old and incompatible with newer versions of LSPDFR. I'd advise removing them to see if they are somehow important to fixing your issue. If they work fine, keep them of course.

You may be able to replace certain audio files inside OpenIV with the SAHP ones to get LSPD officers to shout something different but I have no idea if that is actually possible.

I don't believe there is. What you can do is install a mod that mutes your player entirely.

It’s reported to work for many others. I’d be surprised if you’re the only one having issues. Fully remove ELS alongside AdvancedHookV and reinstall ELS 1.05.

I‘d start with updating your GTA V by deleting your PlayGTAV.exe and verifying your game files.

I‘m pretty happy with CoreFX. It can be downloaded on patreon but doesn’t require paying. QuantV is a great option as well but heavier on performance. Also costs. NVE would be too heavy probably.
