You can estimate the average time for a ScriptHookV update with this information.

Make sure you update your mods folder. Please delete update2.rpf from your mods folder & re-add a fresh copy from GTAV/update.  Note that any graphics modifications will need to be re-installed, this cannot be avoided.

That's not a bug. You just need to finish your existing story mode missions before playing LSPDFR.

It sounds like you did stop automatic updates. Otherwise, it would be updated before you load GTAV - updating when you launch GTAV isn't really automatic.

Hey there, It depends on your dlclist.xml file -> they are loaded in that order and any later DLCs will override the previous (if something is found twice, like a vehicle) This is why Patchdays work the way they do, and why you should always use the latest. That said, it'll probably be best just to remove the taxi that you don't want to use. Hope this helps. 🙂

If you didn't backup the files you need, you cannot downgrade unfortunately. Because any way of acquiring said files, without having them yourself, would be violating copyright.
