What I think may be happening is another vehicles.meta file which is overriding this. But, after searching through OpenIV I couldn't find anything of interest. Out of interest, when you made your mods folder did you just copy over the update.rpf/update folders or did you use the "copy to mods folder" feature?

In the lspdfr.ini file (GTAV/lspdfr) there is a line calleed Main.PreloadAllModels. Set that to false.

No crash in there. Does it happen often?
