When GTAV updates you need to update your mods folder. It should prompt you to in OpenIV.

Okay that is another issue. As the game is no longer crashing on startup you have an issue in your mods folder. Have you updated it?

RAGE hasn't managed to hook so it doesn't create a log. What about Windows Defender? You need to create an exception with that as well.
