Nice! This means the issue is in your mods folder. Revert your previous changes.

I presume the same happens without RAGE. Do you use LML?

This means your game data is corrupt. Verify your game files and keep the mods folder renamed to _mods

Try to launch the game without RAGE. What happens?

Rename your mods folder to _mods and retry.

You have an issue regarding LSPDFR's files being accessed by another program. First of all restart your computer. If that doesn't work, make the GTAV folder an exception to your antivirus + Windows Defender.

Callout packs rarely conflict and if you find they do, you should report it to the dev :))
