I guess it didn't. This means you have an issue inside your mods folder. Revert your previous changes.

It wouldn't crash if it was out of date - you'd just get a popup.

ScriptHookV wouldn't be crashing your game - but rather something that uses it. Add bad SHV then retry. It will crash so attach your ScriptHookV log -> a text document found in your main directory
