Then you most likely installed the incorrectly. Check the dlcpacks making sure they are there and if so, reinstall them.

You can install a custom gameconfig, yes.

This issue was resolved elsewhere - a simple reinstall did the trick 🙂

Yes, we disabled your mods folder, that is why. Have you updated it?

Verify your game files, keeping the mods folder renamed to _mods If that doesn't help, send a new log.

Yep. You simply press "update mods folder" All files in update.rpf will need to be reinstalled.

You have a trainer installed. Make sure that "cops ignore player" and/or similar are disabled.

EUP is just uniform/peds. It doesn't actually create a new LSPDFR character if that makes sense. If you want a custom character use the default LSPDFR maker? Or does that not work?
