Also, remove Traffic Policer from GTAV/plugins It shouldn't be there.

You've tried to force load LSPDFR multiple times when it was already running. Don't do that. Go on duty at the PD rather than force duty as that will not work otherwise. You need to create a character from there.

Since GTAV has updated, to confirm, you still have this issue?

In this log, it looked like you played, accepting callouts etc. How did you do that without making a character?
