You have lots of out of date plugins, too many for me to even list. Go through and make sure they aren't outdated, I advise nothing older than 0.4.6 as a general rule. As well as, increase your Plugin Timeout Threshold to 60,000 -> this can be done in the RAGE settings.

Try removing Traffic Policer then retry. We'll see if that helps.

It is a keybind from Fire Callouts. Check the ini file for which key might trigger a headlight or simliar.

Make the GTAV folder an exception to your antivirus + Windows Defender, then restart your computer and retry.

Chill Callouts is crashing your game as it is missing a dependancy, Traffic Policer. Either install that, or remove it. I personally advise that you remove Chill Callouts as it is out of date.

Most installs should have a "readme" or similar, but if there is still uncertainty just let me know 🙂 You will need a mods folder and a program called OpenIV.
