It isn't. Remove GTAV.exe from your main directory, then verify your game files. That should update it.

As per the FAQ, you need to increase your Plugin Timeout Threshold to 60,000 - this can be done in the RAGE settings.

What path are you installing the vehicles to?

In your log, LSPDFR has not crashed. Does LSPDFR crash or do you mean GTAV crashes?

Manually reinstall LSPDFR. It contains the latest version of RAGE, unlike the website.

Make the GTAV folder and exception to your antivirus & Windows Security. Attach a screenshot once you have done so. As well as, what platform do you own GTAV on?

ScriptHookV needs to be updated. Reinstall it, making sure to replace all files when prompted.

Your Plugin Timeout is still 10,000 in this log. I'd check that you changed it. If the issue persists, in your lspdfr.ini set AmbientSpawn.DisableRandomUnits = true
