Disclaimer: Ensure you put all replacement cars inside the MODS folder of OpenIV... if you place them outside of the mods folder it will cause your game to crash you will have to do a fresh install of GTA V.
 
When playing LSPDFR this is where I put my cars and they appear in the garage (expect for police4, which you have to manually spawn)
 
police, police2, and police3: All cars spawn in police garage
OpenIV > GTA V > mods > update > x64 > dlcpacks > patchday4ng > dlc.rpf > x64 > levels > gta5 > vehicles.rpf
 
Police4: You must manually spawn car by hitting "F4" and type "Spawn police4"
OpenIV > GTA5 > mods > x64e > levels > gta5 > vehicles.rpf
 
fbi & fbi2: Cars will spawn in police garage
OpenIV > GTA V > mods > update > x64 > dlcpacks > patchday11ng > dlc.rpf > x64 > levels > gta5 > vehicles.rpf
 
sheriff & sheriff2: Cars will spawn in police garage

Compatibility warnings are really nothing to worry about. It just means mods creator hasn't updated it for the current version of LSPDFR... I get those with my mods and they work perfectly fine.

Solved: I just added Radiance V.

I love the ELS lights, but to get the full effect I am going my policing at night, because during the day there are very faint. I've seen LSPDFR videos and the ELS looks a lot brighter then mine. Is there a way to brighten them up with a mod or changing an .ini file?

You don't actually NEED it... it just makes it easier to call in transport or whatnot. I have never used Police Radio because of compatibility issues. You may need TrafficPolicer though.

I have Player Location Display installed for quite sometime.  I guess I need to pay better attention. 😄

Los Santos County is pretty much the bottom half of the map. I usually see it split at Route 68, everything South is Los Santos County and everything North is Blaine County.

I put this together for myself a while back.  It's pretty accurate though different agencies have slightly different 10-11 code meanings.  It's like a whole 'nother language.   Well check this out. 
 
Ok well I can't upload Excel doc and that is what it's under.  I converted it but it only converted the left column.  The 10, 11, and 3 digit codes didn't get in.  I guess I can copy/paste it here.  Here is the convert in the meantime.

You can install KDFDO, which means Keep the f***ng door open.
You can hold shift or type multiple times at F to get the character faster in the vehicle.

Not sure if LSPDFR is affected by the games story mode but if you are at the mission where Micheal and Franklin are not allowed in the city because they messed with the mob boss maybe that's why enemies are spawning.

Since I started playing LSPDFR a few days ago, I always did patrols in the city. So today I decided to go out to Sandy Shores thinking I would be able to have a new uniform.. but it's only "The Cop" LSPD uniform.. .do I have to download more via mods?

Yeah trust me I know about GTA being twitchy when it comes to that.. LOL.. it will sure pass the time playing LSPDFR during the rain.
