LCPDFR is not a game. To play it, you will need: 1. Computer that will handle GTA IV. 2. A legitimate copy of GTA IV or GTA IV EFLC. 3. An LCPDFR mod that you can find on this website.

Are you using version 0.95? If yes, then you should be able to enter police stations. If you are using 0.91, upgrade to 0.95.

GTA 4 is very demanding (and poorly optimized) game and your "graphic card" is simply too weak to handle it. If you have desktop computer, I recommend you to buy new, good graphic card. If you have a laptop, then you can't do anything about it. Also, commandlines work differently on every computer. You can run the game without any lags but with minimal settings. Also, can you post exact name of your CPU? Many, many of them have four cores... BTW. V-sync on wikipedia.
