It seems that most of the audio files name have been changed by Rockstar. "Before is: 0x0A49A8A3..., and now is: CHASE_VEHICLE..." These new audio names are more detailed than before, the audio content can be seen from the audio name. But it also changes the original location, this caused a lot of audio-related resources to be misplaced or the previous audio name could not be found. Like you want to replace a siren audio, although you get the audio file, but it is oac file, which means you need to synthesize it yourself, but the original audio file name is different from the current one, so if you don't know the current audio file name, you unable to replace it.
