The issue is with RiskierTrafficStops. You can re-install it to see if that helps. If not, remove it for the time being.

Common texture fixes: Set Main.PreloadAllModels = false in your lspdfr.ini file (GTA V > lspdfr). Go into Task Manager > Details > Right click GTA V > Set as a higher priorty. It may also help to reduce your GTA V graphics settings. Keep in mind using a lot of high-quality vehicles (such as 4K textures) can also cause this problem. Additionally, you can try installing the Resource Adjuster. Note: 6 GB of VRAM recommended.

I want you to go into ELS/pack_Default. Then remove all the XMLs and add them back one at a time and test after each one. This should indicate where the fault VCF is.

Re-install Traffic Policer from here. If you are still encountering issues, it looks like an issue with a vehicle you installed. Rename mods to _mods and see if you get any further crashes.

Heya! Did a bit of digging on that "Fatal Error during pre init". Please go to the RPH Settings and screenshot the Settings tab. In addition, please run RPH with a vanilla folder and see if the issue is persisting. If need be, you can move all your mods and whatnot to your desktop.

It does. Add ScriptHookV.dll back and rename ELS to _ELS and try again.
