Send the RPH Crash Log. Its a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log.

In the PLD.ini, you can edit it's position. Tinker with that for a bit so they don't overlap.

You dont have any XMLs installed for ELS-enabled cars, so I doubt there would be any clicks to begin with. As for Prowler Radar, maybe tinker with some of the in-game sounds or do a fresh install. I doubt that these two are connected.

Remove the second mods folder that you have. Try again. If it still crashes, remove ScriptHookV.dll and try again.

EDIT: It appears you have the early access version. If you believe there is an issue with it, report it to maxplayle, the Developer. You can always revert to the publicly available version if you arent satisfied with the Early Release one.

It's honestly up to you to find those components. I would start by looking at the minimum requirements for GTA V and go from there when building/buying pre-built. If you can run GTA V comfortably, then you should have little to no issue running LSPDFR on top of it. However, do keep in mind that using mods like vehicles can put a bit of strain on the game memory, so you will want to ensure the (I believe) CPU is at least decent for that.
