At this point, you will benefit from cleaning your Directory, re-installing manual LSPDFR. And trying again.

Remove ScriptHookV.dll and try again.

Remove NVE/enbseries and try again.

From what I understand, this error occurs when you try to do something with a suspect, but the suspect doesn't exist anymore. I would try changing what I have below to your LSPDFR.ini and see if it helps: AmbientSpawn.MaxCopsInArea = 0 AmbientSpawn.MaxSpawnedCopsInArea = 0

Try starting the game normally. Then when you are in the game, tab out and launch RPH.

If it is closing on launch, rename mods to _mods and try again.

Does the normal game crash when launching? To avoid this, you can add the Main Directory to the exceptions list for anti-virus. Restart PC. Re-install manual LSPDFR.

If renaming mods to _mods works, rename _mods back to mods and try: Installing the gameconfig by PNWParks as well as the Heap and Packfile Adjusters. If that still doesnt work, you can remove what you added recently one by one and test after each removal. If that still doesnt work, you will have to restart the mods folder.
