Add the whole gta folder as an exception in your antivirus make sure the gta folder has all permissions by: right click on gta folder -> properties -> security -> and make sure user, admin & system has all hooks

sorry, normally you rename the mods folder to _mods this disables the folder from loading

Load gta first, once ingame tab out and start rph. otherwise rename your mods folder to _mods

Type in LoadPlugin LSPD First Response.dll Or open RPH and click on the gear wheel, then under plugins make sure LoadPlugin LSPD First Response.dll is hooked to load
