It cold be someone added dirt textures to the skin. Take a look in their and see if their are any textures that are dirt related.

It could be something you have to edit in the skin or if you have Simple Native Trainer you can just clean your car

You can change some graphic settings in game.

you gotta wait till you get EFLC or you can just use the extra police cars for gta 4

it could be because of high poly models or it could be because your pc can not run the game cause of lack of memory

noose is a police slot. They also put stuff in the polpatriot and modify the handling lines for nstockade and pstockade. As you said they also use the police 3,4, and police b slots. They also might els enable an civilian car then place the car mod in their. You can do that by editing the els.ini
