Rockstar only really allows PC mods https://support.rockstargames.com/articles/115009494848/PC-Single-Player-Mods. Going to console could open us up to legal issue form not only Rockstar but TakeTwo and Sony/Microsoft

Els Stuf will work for Non-els it just needs to be configured for it.

If your just getting started modding I wouild suggest doing ELS, Non-els is a bit more complicated and more need file edits

With .Z3d if adding to another file you go, File --> Merge.

Could it be something with ELS? Not sure as I haven't used it in ages.

Did some more work, reduced alot of the polys on the rear door (not going to post the numbers this time) and changed it form the EL (or what ever the longer badge is) to the more commonly used shorter on.

Is it an ELS pack?

It was from an author who hid all their files, for some reason hidden files still turn up in the featured, but it's been removed in the meantime. If and when they unhid the files it should return

Only thing that looks out of place is the Huntley, which I assume is because you have an SUV in that slot. I would try changing the Handling to something that one of the other Police SUV's use. Also did you change any of the carcols or carvariants?

LSPDFR comes with an installer, and for most other mods you use OpenIV on there are plenty of guides on here, YouTube and other GTA forums

As i'm nearing completion of the CVPI i'm stating work on something else I think is needed. A Third gen Ford Expedition. I'll try to update this more then I have with the Vic. Have to alot of work on this, base model is over 800k and I'm trying to get this to be under 90k.
