The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

I want to start modding and play LSPDFR but I don't know how

LSPDFR comes with an installer, and for most other mods you use OpenIV on there are plenty of guides on here, YouTube and other GTA forumsย
