I think your last suggestion about cars bumping into you, is a issue with the game, because of Rockstar. Vehicle inspections are good, but when you are calling backup, you want them quickly don't you. What's the point of calling backup?

Yeah controlling traffic might not be possible. But I like your other suggestions. And for the shots fired, how about a chance of it ACTUALLY occuring - this would stop me from ignoring it whenever it pops up.

Does anyone know if there are any mods that allow you to play radio stations in Police vehicles? Or, if there aren't any, it could be a possible suggestion for LCPDFR. What's better than turning on some music for an old fashioned police chase?
