This is called a .rar file. You need a special program for it. I would recommend 7zip or WinRar. The problem with 7zip is you cannot open pictures correctly, you will have to drag it onto the desktop and open them.

The ELS files have to be in the root GTA folder in Program Files. And I put the Trainer files both in the root folder and the documents folder, just in case.
