Thats just for the random world events like the police officer in a foot pursuit. Has nothing to do with traffic stop pursuits, they are generated randomly at any point during a stop.

You've already got these two files modded: police.wft police.wtd But a car mod you just downloded has the same name Just rename it to another car name like Sharp said and replace it with that car.
