delete data folder, then drop and paste original one, using in manual setup. Then reinstall EUP.

I think your LSPDFR files are broken. You can wait when Charlie686 will answer you and gives correct solution, or try to replace data folder here Grand Theft Auto V\lspdfr using original one. And custom folder inside data, using original EUP one.

You need to install thoose cars as an DLC. Keep in mind.

So. I think I figure that, I can help you install Noose Pack. Move into *game folder*\lspdfr\data\custom and attach here your agency_eup.xml and duty_selection_eup.xml. I will edit it by myself to make cars spawn in your game.

Now I understand what you want. Unfortunately LSPDFR based on police work, not military. So you can't install aircraft carrier, or Boing plane for LSPDFR, but you can add Heli, and make them spawn on military base, but as backup.

You probably know about plugin UltimateBackup, if you have installed that plugin, you should declarate add-on cars in CustomRegions.xml here Plugins\LSPDFR\UltimateBackup to make them spawn as backup.

Give me link to that cars (in spoiler). To add more police vehicle you can create them as add-on cars. To make them spawn, you need to declarate in your agency.xml, backup.xml and duty_selection.xml here lspdfr\data\. If you use EUP, so you need to declarate in your agency_eup.xml and duty_selection_eup.xml here lspdfr\data\custom. To add them as backup add to your UltimateBackup plugin here Plugins\LSPDFR\UltimateBackup in CustomRegions.xml

Rename your 'mods' folder to '_mods', and try load game again. And clear your commandline.txt
